[Power Display] Add global keyboard shortcuts to increase/decrease brightness directly

Description of the new feature / enhancement

Power Display is an amazing tool for managing external DDC/CI monitors, but it currently lacks the seamless experience found on modern laptops. To change the screen brightness on a desktop PC, users must manually trigger the Power Display flyout menu, use the arrow keys (or mouse) to adjust the slider, and then press Esc to close it. This multi-step process interrupts the user's active workflow and focus.

We would love to see global hotkey support integrated directly into Power Display (or exposed cleanly to Keyboard Manager).

Users should be able to assign custom shortcuts (e.g., Ctrl + Alt + Up/Down or Shift + Right/Left).

Pressing these hotkeys should instantly increase or decrease the external monitor's hardware brightness in the background by a customizable step (e.g., 1% or 10%).

This adjustment should happen entirely in the background without opening any UI, flyout, or overlay, mimicking the seamless function-key experience of laptops.

Third-party tools like Twinkle Tray offer global shortcuts, but they are often bloated, resource-heavy, and can cause overlay/performance conflicts during full-screen tasks. Since Power Display already handles the core DDC/CI communication beautifully, native shortcut support would make it the ultimate, lightweight solution for all desktop users.

Workflow Disruption: Opening a visual flyout menu interrupts whatever the user is doing on the screen. A background hotkey would allow quick, non-intrusive adjustments while working, watching videos, or browsing.

While that is a great long-term goal, my request is much simpler and focused on a basic quality-of-life feature: laptop-like brightness control.

Current workflow requires opening the flyout, using arrows, and pressing Esc. We just need global background hotkeys (e.g., Ctrl+Alt+Up/Down) to instantly change the DDC/CI brightness by +/- 1% or 10% without launching any UI or losing window focus.

Implementing this simple background toggle for brightness shouldn't have to wait for the more complex multi-monitor features described in the previously opened request. It would give desktop users instant laptop-level convenience.
