ctrl + move window -> preserves window extents (size) (Prevents fancy zone snapping)

### Description of the new feature / enhancement

First of all just want to say how much I appreciate this tool and the team who's Writing it. It's really really awesome and I am a long time old school user all the way back to the original power tools anyway all that aside One of the key things I've been missing for a long time is the ability to control all the control key and drag my windows around without them re snapping to some other region. I use Fancy zones extensively I really couldn't live without it but this is just the one little rub that gets me frequently just make a mistake. Thanks in advance

### Scenario when this would be used?

I frequently have to work around my fancy zones because I have to expand specific windows for instance I may have 5 or 6 cursor chats going in a single cursor instance so I line them up side by side which means my main cursor window has to take up more width so then I will drag stuff around and it wants to jump into my fancy zones. It's not worth retooling on my fancy zones because then that just creates other problems. But being able to just hold down the control key while I drag the window to prevent fancy zone snapping would save me a lot of resizing headaches
