Description

### Description of the new feature / enhancement

User selects a window on the taskbar (or via Alt-Tab) and presses the Hotkey for the Move to Monitor action.

Window then moves to the monitor that the user is currently on.

### Scenario when this would be used?

I run a laptop with 2 4k monitors attached when at my desk. When I unplug the docking station there are situations where apps open on the disconnected displays. In my scenario I have my monitors aligned next to each other with the laptop display below them. This seems to confound the use of the Win+Cursor keys that would ordinarily allow me to move the apps to my laptop screen.

This PowerToy would resolve that scenario and present an immediate solution to apps on ghosted displays.

I have vibe-coded a tool myself at https://github.com/Hart365/move-to-monitor but I'm not a developer so the code won't be optimised or necessarily as efficient as it should be.

Research direction

Start by reviewing the linked move-to-monitor tool, then investigate how a selected window from the taskbar or Alt-Tab could be associated with a Move to Monitor hotkey. Done means the selected window moves to the monitor the user is currently on, including when it was left on a disconnected display.
