PowerToys Home window automatically opens after every Windows 11 restart (v0.100.0)

### Steps to reproduce

Install PowerToys v0.100.0.
Enable "Run at startup".
Restart Windows 11.
Sign in to Windows.
Wait for startup applications to load.

### ✔️ Expected Behavior

PowerToys should start silently in the system tray after login and should not automatically open the Settings/Home window unless the user explicitly launches it.

### ❌ Actual Behavior

After every Windows restart and login, the PowerToys Settings application opens automatically and displays the Home page. The program loads correctly, but the Home screen appears on the desktop without user interaction.

I would like PowerToys to start minimized in the system tray only.
No startup shortcut was intentionally configured to open the Settings window.
