Hello All,
My Always-on-Top feature stopped working after the update.
None of my applications can now make use of this feature even though it is clearly enabled and no applications are part of the exclusion list.
### ✔️ Expected Behavior
Once selected either via the shortcut keys combination or via the Title Bar Context Menu the window should immediately have a colored border around it and no other window should be on top. In fact there is a notification sound that triggers when Always on top works.
### ❌ Actual Behavior
The above is not happening.

Research direction
Start by reproducing the failure through the Always on Top shortcut and Title Bar Context Menu, then inspect the attached PowerToys report ZIP for relevant errors. Trace the Always on Top utility's activation path and verify that successful activation restores the colored border, notification sound, and topmost behavior without affecting excluded applications.
