Description
### Microsoft PowerToys version
0.100.0
### Installation method
PowerToys auto-update
### Area(s) with issue?
Command Palette
### Steps to reproduce
Set a keyboard shortcut for the window switcher plugin in the command palette.
Press the shortcut once, and the window switcher interface pops up normally.
Press the shortcut again, and the window switcher refreshes instead of returning to the main page of the command palette.
### ✔️ Expected Behavior
Prior to version 0.100.0, it was possible to return to the home page by triggering the plugin's shortcut key within an already opened plugin. This feature is extremely practical, allowing me to use `alt + space` to open the window switcher and then quickly trigger the home page of the command palette opened for the second time to search for installed programs.
### ❌ Actual Behavior
In version 0.100.0, triggering plugin shortcuts in opened plugins only refreshes the plugin page and fails to return to the homepage.

Research direction
Start by reproducing the Command Palette window switcher behavior described in the issue on PowerToys 0.100.0, then trace the Command Palette entry point and window switcher plugin shortcut handling. Done means triggering the plugin shortcut while it is already open returns to the Command Palette home page instead of refreshing the plugin.
