### Steps to reproduce

1. Open MemoQ
2. Type any text in any text area and use Ctrl+X or context menu to cut the text
3. The cut action causes a delay of about one second.
4. The text is cut, but it cannot be pasted.
5. Pressing Win+V shows nothing in the clipboard.
6. Requires performing another action every time to fix the stuck clipboard, such as pressing ESC, switching to another text area, switching to another window, or 'copying' another text.

Note: In the video, the cut action works fine when CmdPal is disabled, and PowerToys Run does not cause this issue.

### ✔️ Expected Behavior

'Cut (Ctrl+X)' text without delay and can be pasted normally.

### ❌ Actual Behavior

'Cut (Ctrl+X)' text causes a delay and cannot be pasted unless another action is performed first, such as pressing ESC, switching to another text area, switching to another window, or 'copying' another text.

OS Version: Windows 10 Pro 22H2 (19045.7291)
System Language: Traditional Chinese (Taiwan)
Installation: Machine-wide, uninstalled and reinstalled via a clean installation downloaded from GitHub.
Running as admin: Yes, but the issue occurs when running as a standard user too.
