Description
### Microsoft PowerToys version
0.100.0
### Installation method
WinGet
### Area(s) with issue?
ZoomIt
### Steps to reproduce
turn on web cam overlay and set scaling to less than 1. With window/region recording, web cam is placed near the center of the screen. With fullscreen, the web cam is doubled with one in the corner and one near the center of the screen. This is just visible in the resulting mp4 recording, not live during the recording. For all tests, web cam was set to bottom right, rounded rectangle, medium size.
### ✔️ Expected Behavior
web cam overlay should locate the correct position in full screen, window recording, or region recording, accounting for scaling.
### ❌ Actual Behavior
Recording appears to proceed normally (with scaling less than 1), but web cam overlay does not seem to be aware of window or region. Upon reviewing recording (using scaling 0.6) web cam is near the center of recording for window and region. For full screen, web cam is doubled, with one in the corner and one near the center.

Research direction
Start by reproducing the ZoomIt webcam overlay with scaling set to 0.6 in fullscreen, window, and region recording, using the attached PowerToysReport ZIP for context. Compare the resulting MP4 files with the live preview; done when the webcam appears once in the selected bottom-right position for every recording mode.
