### Steps to reproduce

1. Open PowerToys and enable Mouse Pointer Crosshairs.
2. Activate the crosshairs (default shortcut is Win + Alt + P).
3. Open an application or window that occasionally freezes, locks, or takes time to load (e.g., a heavy web browser tab, a loading screen, or a window processing a large task).
4. Trigger the loading/frozen state in that window.
5. Move the mouse around while the underlying window is frozen/loading.

A better description of the bug is:
The Mouse Pointer Crosshairs feature freezes and stops tracking the cursor when the active/underlying window hangs, locks, or is busy loading. When the window becomes unresponsive, the crosshair gets stuck in place on the screen, while the actual Windows mouse pointer continues to move normally. The crosshair appears to completely detach from the real cursor.

### ✔️ Expected Behavior

The crosshair should either continue to track the real mouse pointer smoothly, or temporarily hide/pause without getting stuck. It should remain attached to the actual system cursor at all times.

### ❌ Actual Behavior

The crosshair freezes in its last known position and stops following the mouse. The real Windows mouse pointer moves independently across the screen. The visual crosshair is left "detached" from the actual cursor.
