Keyboard Manager - Add option for exclude list to custom remaps

### Description of the new feature / enhancement

The expected behaviour would be to add an option to exclude specific app(s) from an otherwise global remapping.

I'd suggest mirroring the functionality of light linking in Cinema4D Redshift renderer - there is a dropdown to choose between Include and Exclude, and then specific items (executables in this case) could be added to the include or exclude list.

Potentially a third dropdown option of 'All apps' would give an explicit choice to apply the new remap universally.

### Scenario when this would be used?

Specific example is remapping Alt+LeftArrow to Home, and Alt+RightArrow to End. This is useful across many apps for text editing and entry, as it decreases significantly the amount of time spent moving hands from the home position.

This is useful as a global shortcut, however it interferes specifically with Alt+Left / Right behaviour in Adobe Premiere Pro, which is the shortcut to nudge clips on the timeline.

As such, the options are to either manually add the shortcut override to all other apps on the system, or to disable the shortcut remappings because they clash with core functionality in one specific app.

Having the option to include or exclude a list of apps would solve this issue, and allow much more flexibility in remapping.
