### Area(s) with issue?
Settings
### Steps to reproduce
1. Open Power Toys Settings Window on a 1080p monitor
2. Click on Maximize Button on Top Right
3. Window Maximizes but leaves some margin on top
Note:
- I use 3 monitors of which 1 is 4k and other 2 are 1080p but the same bug can be replicated if i use my all my monitors in 1080p resolution
- my 1080p monitors are both in landscape mode but stacked in a stacked layout see attached gif.
- this bug is hard to capture via normal desktop recording. I had to record multiple monitors at the same time to properly record the issue. I am not sure why is this happens.
- this bug is cannot be replicated on a 4k monitor.

### ✔️ Expected Behavior
There should be nor margins at top and the application window should take the maximum amount of space available
### ❌ Actual Behavior
Window Maximizes but leaves some margin on top.
this also results in not being able to move your cursor to top right to close the application as a side effect

Research direction
Start by reproducing the Settings window behavior on the described stacked dual-1080p monitor layout, using the attached GIF and bug report ZIP for reference. Done means maximizing leaves no top margin and the cursor can reach the top-right close control; no source file or test is identified in the issue.
