Start in the PowerToys Run theme update path named in the trace, following PowerLauncher.Helper.ThemeManager through System.Windows.ThemeManager and WindowBackdropManager. Reproduce with desktop composition disabled and inspect the DwmExtendFrameIntoClientArea call. Done means the theme update no longer raises this exception in that configuration.
