### Area(s) with issue?
Mouse Utilities
### Steps to reproduce
Activate the mouse pointer/crosshair utility.
Move the mouse across the screen (the crosshairs occasionally lock in place).
Move the standard cursor back over the frozen crosshairs and left-click to temporarily fix the behavior.
### ✔️ Expected Behavior
The mouse pointer should always be shown.
### ❌ Actual Behavior
When using the enhanced mouse pointer utility (crosshairs), the green and red cross becomes frozen in a fixed position on the screen. While the standard Windows mouse cursor continues to move normally, the crosshair does not follow it.
The utility only unlocks and resumes normal tracking after manually moving the Windows cursor back over the frozen crosshairs and performing a left-click.

Research direction
Start by reproducing the issue in the Mouse Utilities enhanced mouse pointer/crosshair utility on the reported Windows 11 environment. Verify that the standard cursor and green/red crosshairs continue tracking while moving across the screen, including after the crosshairs appear frozen. Done means the crosshair consistently follows the cursor without requiring a click over the frozen position.
