Description
### Microsoft PowerToys version
0.99.1
### Installation method

### Area(s) with issue?
Command Palette
### Steps to reproduce
If you search for hosts file editor in the command palette, you get two options, "Open hosts file editor" and "Open hosts file editor (Admin)". Both of these have the option to pin to dock, but only the non elevated choice actually appears when pinned.
The elevated choice is still flagged as "pinned" (and the option changes to "unpin from dock") but it doesn't show up on the dock. Considering you cannot edit the host file without administrator elevation this makes the option pretty useless.
Launching the host file editor (admin) from the palette itself (not in the dock) correctly prompts for UAC elevation and then works as intended.
### ✔️ Expected Behavior
Pinning the elevated option to launch the editor should add it to the dock, as it does with the non-elevated version. Triggering UAC escalation when clicked.
### ❌ Actual Behavior
Nothing appears on the dock, but it is flagged as being "pinned".

Research direction
Start in the Command Palette area by reproducing the issue with “Open hosts file editor (Admin)” while PowerToys runs unelevated. Trace the pin-to-dock handling for that elevated action and verify that the pinned item appears, launches correctly, and triggers UAC elevation.
