Research direction
Start by reproducing the issue in PowerToys' Grab And Move utility with the listed modifier, resize, and touchpad right-click settings enabled. Compare two-finger right-click behavior with the expected resize action and the actual drag action; done means the documented Windows/Alt+right-click gesture resizes the window without breaking left-click dragging.
