### Steps to reproduce

Open PowerToys (version 0.99.1) and go to Keyboard Manager.

Create several shortcuts that insert text when pressing specific key combinations.

Use the shortcuts normally for a while.

After some time, try to trigger one of the text shortcuts.

Sometimes the text is not inserted at all.

Other times the keyboard becomes blocked and pressing a single key inserts random text.

In some cases, pressing Enter does not work.

To recover, I have to close PowerToys and reopen it as administrator.

For the system not to mess up or get broken, when I want to enter text with shortcuts.

### ❌ Actual Behavior

I highly use keyboard manager at work to add text with shortcuts. Ever since the last update, I either have to activate/deactivate every few minutes or powertoys directly messes up with my keyboard, entering full text by just presing one key or not allowing to send texts. It had fixed for a brief day after it said keyboard manager was on maintenance, but now its the same. It has been a nightmare to use.

I don’t have admin permissions, and the folder %LOCALAPPDATA%\Microsoft\PowerToys\Logs does not exist in my setup, so I cannot provide the ZIP logs.

Start in PowerToys 0.99.1 by opening Keyboard Manager and reproducing several text shortcuts over time, including the cases where a key inserts random text or Enter stops working. Investigate the behavior while comparing activation and deactivation, and account for recovery after restarting as administrator. Done means repeated shortcut use no longer blocks the keyboard, inserts unintended text, or requires restarting PowerToys.
