Description
### Description of the new feature / enhancement
I'd love to have something that forces newly opened windows to be confined to one screen in a multi-monitor setup. Often times, when I open an app, it's spread over my three screens. Due to resolutions differences between the two monitors and the laptop screen, dragging the app to one window is a multistep process of moving and resizing.

Research direction
No file, test, or entry point is named. Start by locating the PowerToys component responsible for newly opened window placement and review how multi-monitor bounds are handled. Done means newly opened apps can be confined to one screen without the described manual moving and resizing.
