### Microsoft PowerToys version

0.99.1

### Installation method

WinGet

### Area(s) with issue?

FancyZones

### Steps to reproduce

While holding Shift key I'm try to snap several windows consecutively to zones 1, 2, 3, etc.

After first window in snapped shift-dragging the second one does not snap so I have to release Shift and press it once more to show zones which is annoying.

### ✔️ Expected Behavior

Allow users to shift-drag and snap multiple windows fast.

### ❌ Actual Behavior

Second window is not snapping on shift-drag and the user has to release and press Shift on each window.

Research direction

Start by reproducing the consecutive Shift-drag behavior in FancyZones on Windows 11, using the reported PowerToys 0.99.1 setup. Trace the FancyZones window-drag and zone-snapping entry points, then verify that multiple windows can be snapped consecutively without releasing and pressing Shift again.
