### Steps to reproduce

In Photoshop Elements 2022 on a Windows 10 pc, click the Zoom tool it zooms in on the edited picture. Hold Alt key and click Zoom and it dows not zoom out as usual.

### ✔️ Expected Behavior

Clicking Zoom tool zooms in. Holding Alt key normally zooms out when Zoom tool is in operation.

### ❌ Actual Behavior

With Zoom + enabled,, holding Alt key grabs and moves instead of zooming out.
