Description
### Description of the new feature / enhancement
Plays a continuous inaudible noise for the purposes of preventing headphones/earphones from entering power saving mode. When power saving mode turns off there's usually a short delay and the initial audio is lost or cutoff due to being before the headphones turn on. There are other 3rd party programs that can fix this in windows, but I think being built into power toys has the last friction.
### Scenario when this would be used?
All the time if turned on.

Research direction
The issue names no files, tests, or entry points; first locate the PowerToys audio-related entry point and review how Windows audio playback is handled. Done means an optional feature can play continuous inaudible noise so headphones do not enter power-saving mode and initial audio is not cut off.
