add powertoys power display module support for the cmdpal dock

when pinned as button, it will make the power display flyout open on the location of the pinned power display item form the cmdpal dock, and easily change the specific monitors brightness, and etc with a slider by just from cmdpal dock (to switch power display monitor settings, use a right click context menu (also the default selected power display monitor settings should be the current display depending on the monitor)), and easily switch power display profiles from cmdpal dock

### Scenario when this would be used?

when using multiple monitors, this could be usefull.
we can easily access power display via cmdpal dock and use its settings directly from cmdpal and its dock
and easily access power display profiles directly from the cmdpal and its dock

### Supporting information

normal/generic "open power display flyout" button would just open the power display flyout, but the flyout position is depending on the button's location.
the "switch power display profiles" button is like the media control extension's context menu but for power display profiles.
the "power display monitor settings" ui is the cmdpal/custom flyout (if it was implemented in the future) that lets you access more power display settings (and the powertoys power display module settings), and change current display brightness and etc. (just like from the power display flyout)
