Description
### Description of the new feature / enhancement
An extra dimmer solution allowing screens to be covered essentially by an extra layer of see-through black window or something. Project inspiration: https://github.com/YashvardhanG/Nox-Dimmer
### Scenario when this would be used?
When working with in dark, sometimes the lowest brightness setting isn't low enough. This solution would allow screen to be "dimmed" lower than it's pre-determined value in a way. Meaning you can dim the screen more than the basic system allows.

Research direction
Review the linked Nox-Dimmer project first to understand the proposed see-through black overlay behavior, then inspect the PowerToys utilities to identify an appropriate Windows desktop entry point. Done means providing an extra dimming layer that can reduce brightness below the system minimum without obscuring normal screen use.
