Command Palette Dock set monitored devices

The current behaviour resets the default shown network device to their own priority / random assumption.
Instead make it configurable to a specific logged network / device.

### Scenario when this would be used?

After boot up, we instantly log the right device to the Dock instead of switching between devices especially if they're not in use

Start at the Command Palette Dock implementation and trace how the default network device is currently selected after boot. Determine where a specific monitored device could be configured and persisted, then verify that the Dock opens on that device without switching among unused devices.
