### Steps to reproduce

With PowerToys running, sometimes I cannot use the shortcuts configured to send text to a program, Run Windows or anywhere else.
PowerToys still running, with no erros.
To solve this I have to close the PowerToys from the taskbar icon and the run it again from Start button
Can't find any behavior to reproduce this problem, but started after updating to this version 0.99.1, previous version didn't had this issue.
