### Steps to reproduce

Keyboard Manager interrupting "Copy as Path Shortcut" (ctrl + shift + c)

When I try to copy as path with the keyboard manager on it interrupts the shortcut to copy as path in file explore using (ctrl + shift + c)
I checked and I am not mapping over it.

### ✔️ Expected Behavior

To be able to run the keyboard manager service and use the normal system shortcuts.

### ❌ Actual Behavior

The shortcut for "Copy as Path Shortcut" (ctrl + shift + c) didn't work

Start in the Keyboard Manager shortcut-handling entry points and reproduce the issue in File Explorer with Keyboard Manager enabled and no Ctrl+Shift+C remapping. Done means Copy as Path works while the Keyboard Manager service remains running; add or run a focused regression test if the existing test structure supports it.
