### Steps to reproduce
1. Create some shortcuts using the old editor
2. Enable the new editor
3. Notice some shortcuts appear disabled although they are working
4. Click the desynced toggles to sync them -> notice the remaps are still active
5. Close the editor
6. Reopen the editor -> notice some toggles are de-synced again
7. Play with the toggles a little more -> notice sometimes the toggle is active and the remapping doesn't work and vice-versa

In the repro steps I say to add the shortcuts using the old editor to match my situation, I don't know if it is actually relevant
