Research direction
Start in the Keyboard Manager remapping entry point and reproduce the Windows + C and Windows + Shift + Control + Alt + T cases on Windows 11 25H2. Trace why the system shortcuts take precedence over the configured remap. Done means these hard-coded shortcuts can be remapped or disabled without opening Settings or Microsoft Teams.
