Description
### Description of the new feature / enhancement
It would be nice to add to the Command Palette Dock the activation/deactivation of any PowerToy features that allow it. Or if possible, to bind keyboard shortcuts to a button in the Dock, in which case, ideally with configurable icon/color to distinguish.
This also would include activation/deactivation from the Command Palette as well.
### Scenario when this would be used?
One case would be is I would like a button to activate the Mouse Highlighter feature in PowerToys. But searching in the Command Palette for this feature does not result in finding it to directly activate or bind to the dock.

Research direction
No files, tests, or entry points are named. Start by locating the Command Palette Dock and the Mouse Highlighter integration, then determine how PowerToy activation and keyboard shortcuts are exposed. Done means defining and implementing a scoped approach for activation, optional Dock bindings, configurable icons or colors, and Command Palette search.
