Steps to reproduce

Using the classic keyboard manager and setting up a keyboard shortcut remap: Alt + tab -> Ctrl + tab.

✔️ Expected Behavior

The expected behavior is for Alt + tab to cycle browser tabs not windows.

❌ Actual Behavior

But it continues cycling windows even after a full restart.

Other Software

VIA keychron K8P-J3 in which the hardware LCtrl and LAlt buttons are swapped (works flawlessly for everything else) when disabling this and restoring to default, and remapping the keys (Ctrl -> Alt & Alt -> Ctrl) with powertoys key remap & using the shortcut key remap (Ctrl + Tab -> Alt + Tab, Alt + Tab -> Ctrl + Tab, Ctrl + Shift + Tab -> Alt + Shift + Tab, Alt + Shift + Tab -> Ctrl + Shift + Tab) the result is close, but upon cycling browser tab directions (adding a shift command while continuing to hold alt) it restarts the cycling - selecting highlighted tab once shift is pressed, and the reverse is true when shift is released it selects the highlighted tab - RATHER than waiting for alt to be released.

Start in the Keyboard Manager shortcut-remapping path and reproduce the Alt+Tab to Ctrl+Tab case on Windows 10, including the VIA Keychron keyboard configuration described. Use the attached PowerToys report for additional evidence; done means browser-tab cycling works as expected and pressing or releasing Shift does not prematurely select or restart the cycle.
