### Steps to reproduce

1. Open Sitcky Notes (new)
2. Arrange notes how you would like them to appear in workspace
3. Open Workspace editor in powertoys
4. Save workspace, select desktop shortcut
5. Close all windows
6. Restart computer
7. Launch workspace from desktop shortcut

### ✔️ Expected Behavior

Sticky notes reopen as originally arranged

### ❌ Actual Behavior

Multiple Instances of MS OneNote open the same size and location as the saved sticky notes.

Reproduce the issue through the Workspaces editor and its desktop shortcut using Microsoft Sticky Notes (new), then inspect the Workspaces implementation that identifies and restores application instances. Compare the saved Sticky Notes identity with the MS OneNote identity during workspace launch. Done means Sticky Notes reopen in their saved positions instead of launching OneNote instances.
