### Steps to reproduce

Reproduction occurs by organizing the order and hitting 'OK'. After closing the Command Palette settings window, and reopening, the order has defaulted back. See attached image for the order I'm attempting to change to, as well as the attached screen capture on reproduction.

After changing fallback order for Command Palette, the order should save.

### ❌ Actual Behavior

After changing fallback order for Command Palette, the order discards immediately after selecting the closing the Command Palette settings.

### Additional Information

I'm on Windows 11 enterprise. Not running as Admin since we have a program called 'Admin by Request' installed on our workstations.

Additionally, I'll use this opportunity to add a feature request: the ability to export our fallback order. I've found that every time I do an update of Power Toys, it also sets the order back to default which can be extremely frustrating.

Apologies if this issue has already been brought up. I did some searching, but didn't find anything that was the exact same issue I'm having. I'm not well versed in Git Hub though, so I may have overlooked it.
I didn't have this issue in any of the previous versions of Power Toys either. It seemed to be introduced in 0.99.1
