“Grab And Move” with the Windows key does not work in combination with “Command Palette” with the Windows key

### Steps to reproduce

I have configured PowerToys as follows:
- “Grab And Move” with the Windows key
- “Command Palette” with the Windows key + Spacebar

With this combination, the Command Palette can only be opened when the desktop has focus. If a window has focus, the keyboard shortcut for the Command Palette does not work.

I can’t use the Alt key to activate Grab And Move because I need the Alt key for block selection in Word or Notepad++. If the Alt key is configured for Grab And Move, block selection no longer works.

In addition, drag-and-drop with the Alt key held down no longer works if the Alt key is configured for “Grab And Move”.

I would like two things:
1. “Grab And Move” and “Command Palette” should each work with the Windows key.
2. For “Grab And Move,” it should be possible to configure additional keys for activation, e.g., Alt+Ctrl.
