ZoomIt [Partial] Screen Recording (Ctrl + Shift + 5) Gets Stuck When Output Format is GIF

### Steps to reproduce

Ctrl + Shift + 5
Select partial screen area to record
Use Ctrl + 2 to annotate the area (important)
Press Escape (or not) to escape the annotation tool
Press Ctrl + 5 to save the recording

### ✔️ Expected Behavior

It should ask us where to save the recording

### ❌ Actual Behavior

- If we properly escape annotation tool before ending screen recording: it does not ask us where to save the file. And worse, ZoomIt stops working at all. You right click in tray, it won't respond, you try to use any of its features, they don't work. Unless if you restart the ZoomIt tool, then it works ONCE only, then goes back to not working.

- If we don't escape annotation tool before ending screen recording: computer hangs

I did not produce the same error on bare desktop

Start with the ZoomIt partial-screen recording flow using Ctrl + Shift + 5, Ctrl + 2, and Ctrl + 5, testing both annotation-exit paths with GIF output. Use the attached PowerToysReport ZIP as supporting evidence. Done means the save-location prompt appears, ZoomIt remains responsive afterward, and the computer does not hang.
