Description

### Description of the new feature / enhancement

Some manufacturer specific VCP codes relate to quite standard features that would be nice to have control over on the fly but it requires manually setting them as should be changed via manufacturer specific codes

### Scenario when this would be used?

The one that for me would have been very nice (and I looked into it long ago) would be changing overdrive mode. For displays that don't have variable overdrive, the modes that work better for high refresh rate don't work as nice on lower framerate.
Example: At 144Hz the High setting performs nice, but at 60Hz (for content limited to 60FPS like some games) it produces ghosting, so it'd be nice to be able to change it just as brightness.

Research direction

No files, tests, or entry points are named. Start by locating the Power Display implementation and its existing brightness/VCP handling, then determine how manufacturer-specific VCP codes such as overdrive could be exposed; the feature is done when supported custom display settings can be changed on the fly with behavior comparable to brightness.
