### Steps to reproduce
Install PowerToys v0.99.1 and enable Grab & Move.
Open Adobe Illustrator 29.6 (Illustrator 2025) on Windows 11 25H2 (build 26200.8246).
Run Illustrator under normal user privileges.
Press and hold Alt and scroll the mouse wheel.
### ✔️ Expected Behavior
Illustrator should zoom in/out using Alt + mouse wheel as normal.
### ❌ Actual Behavior
Zoom does not occur when Alt + scroll is pressed.
Ctrl + space + drag zoom still works normally.
After disabling Grab & Move, Alt + scroll restores functionality.
