Description

### Microsoft PowerToys version

0.99.1

### Installation method

Other (please specify in "Steps to Reproduce")

### Area(s) with issue?

Keyboard Manager

### Steps to reproduce

My system is in spanish so I use CTRL+E to select all. However, I decided to change it to CTRL+A as I'm used to it.

The problem is that when I activate the shortcut, I can't select all no matter what. Only after disabling it it starts working again with CTRL+E.

Not, CTRL+A works in browsers and such.

### ✔️ Expected Behavior

Map CTRL+E to CTRL+A to select all

### ❌ Actual Behavior

CTRL+E and/or CTRL+A doesn't work at all in my desktop until the Keyboard manager is disabled.

Research direction

Start by reproducing the Keyboard Manager shortcut on Windows 11 with a Spanish layout, mapping CTRL+E to CTRL+A, and compare selection behavior in directories, the desktop, and browsers. Done means the mapped shortcut selects all in directories and on the desktop without disabling Keyboard Manager.
