Win+Space does not work in powertoys - regression in 0.99

### Steps to reproduce

1. Configure powertoys run to use win+space
2. Press Win+Space in explorer
3. Press Win+Space in an other window

### ✔️ Expected Behavior

Win+Space always toggles Powertoys Run

### ❌ Actual Behavior

- If explorer.exe has focus, first hit brings up Powertoys Run and second hit changes input language.
- If another window has focus, single strike changes input language, and double strike brings up Powertoys Run.

System configured in french with FR as first input locale and EN as second.
Has worked for years until it broke in 0.99.0 and 0.99.1. Downgrading to 0.98.1 fixed it.

No file or test is named. First reproduce the behavior in PowerToys Run 0.99.1 with French and English input locales, then compare it with 0.98.1 to narrow the regression. Done means Win+Space consistently toggles PowerToys Run from Explorer and other windows without changing the input language.
