Description

### Microsoft PowerToys version

0.99.1

### Installation method

Microsoft Store

### Area(s) with issue?

Keyboard Manager, Grab And Move

### Steps to reproduce

1. remap an input that starts with alt (eg alt+v to ctrl+v)
*make sure Grab and Move is enabled

### ✔️ Expected Behavior

it remaps the shortcut and executes it when it is pressed the first time

### ❌ Actual Behavior

the last key has to be pressed twice to execute the remap
eg, alt+v to ctrl+v: alt+v, v to execute once, alt+v to execute 0 times for no reason, alt+v, v, v to execute 2 times
*alt as the ONLY modifier, not just included

Research direction

The report names Keyboard Manager and its Grab And Move area but no files or tests. Start by reproducing the Alt-only remap case with Grab And Move enabled, then compare it with Grab And Move disabled. Done means the remapped shortcut executes on its first press without requiring the final key twice.
