Description
### Description of the new feature / enhancement
When dragging a window with touch using another touch point to resize the window would be awesome. Similar UX as the resize with Grab and Move today.
One challenge would be this is a combined move and resize action. Today resizing a window with touch does keep the window interactive to touch, so while moving a window the user can also scroll in the the window.
### Scenario when this would be used?
Resizing windows with touch is very difficult because the resize border thickness is tiny. A pinch gesture to resize a window would be easy and natural.

Research direction
No file, test, or entry point is named. Start by locating the PowerToys utility that implements Grab and Move and its existing touch-resize behavior, then reproduce the described pinch gesture. Done means a touch drag can move a window while a second touch resizes it, without losing the window’s touch interaction.
