Grab and Move - Ability to open snap layout when dragging window to screen edges

### Description of the new feature / enhancement

Without Grab and Move, when we drag the application window to corner of screen, it allows us to resize the window
eg. left half if dragged to left edge, right half if dragged to right edge, full screen when dragged to top edge.

This functionality do not work when when we press alt (enable Grab and Move) and drag it to the edges

Resize my window even while I'm in grab mode instead of specifcally selecting title bar and then dragging it to edges to resize

Start by reproducing the reported behavior in PowerToys: enable Grab and Move with Alt, drag a window to each screen edge, and compare it with normal title-bar dragging. Trace the Grab and Move handling and its interaction with edge-based resizing. Done means edge dragging opens the expected snap layout while Grab and Move remains enabled; no file or test is named in the issue.
