Grab and Move doesn't reliably decrease window size

### Steps to reproduce

Take the Firefox window, the cmd.exe window or the "What's new in PowerToys" window.

Alt-RightClick, RightMouseDown and quickly keep moving the mouse right and left.

### ✔️ Expected Behavior

Window width follows the mouse movement, increasing and decreasing without any limits.

### ❌ Actual Behavior

At some point, a minimum width suddenly takes hold, and from then on that minimum width keeps growing with the left/right movement.

The window height is less affected, but not immune.

I'm using a Logitec MX Anywhere 2S mouse with Logi Options+ 2.3.879545.

Start by reproducing the issue in Grab And Move with a Firefox, cmd.exe, or “What’s new in PowerToys” window, using Alt-RightClick and rapid horizontal movement. Compare the window width and height against the expected behavior: both should increase and decrease with mouse movement without the minimum size continually growing.
