Description

### Microsoft PowerToys version

0.99.1

### Installation method

PowerToys auto-update

### Area(s) with issue?

Command Palette

### Steps to reproduce

testing settings of command palette including dock feature

### ✔️ Expected Behavior

my system not getting fucked up

### ❌ Actual Behavior

The keyboard layout was changed from German to English without notice. In the Windows settings, my language and keyboard layout is still German German. Also the virtual keyboard remained German. Deactivating command palette did not help. So I have no idea how to change the phzsical kezboard back to the German lazout.

Research direction

Start by reproducing the issue in Command Palette while testing its settings, including the dock feature, on Windows 10 22H2 with a German keyboard layout. Compare the system, physical, and virtual keyboard layouts before and after using Command Palette; done means the layout no longer changes without notice or the responsible behavior is isolated.
