### Steps to reproduce

1) Launch app as "Run as administrator"
2) Choose the "General" cog wheel settings link
3) Find "Running as user" pull down menu
4) Change to "Restart Power Toys as administrator"
Afterwards, there is no change to the app's status!

### ✔️ Expected Behavior

I expected the app to allow me to run the app as an administrator rather than as a less privileged user.

Research direction

Start in PowerToys Settings by reproducing the issue through the General page's "Running as user" menu while launching the app as administrator. Trace the setting's restart and elevation behavior; done means selecting "Restart PowerToys as administrator" changes the app from non-elevated to administrator status for the reported per-user Microsoft Store installation.
