Description

### Description of the new feature / enhancement

Since Power Display helps manage displays without having to go into the system settings to configure them, I'd like something like that, but for volume - something like EarTrumpet, but in PowerToys.

I know someone else asked about something like this, but that was almost 6 years ago, and it hasn't been implemented yet.

What else would be nice is if I could have different media playing from my browser, and this could track all of it.
Something else that would be nice is a media control one too, whether it be part of Power Volume or a separate Power Media.

### Scenario when this would be used?

I'd use it daily, managing the volume of several apps, without having to find and open the sound mixer.

Research direction

No implementation files, tests, or entry points are identified in the issue. First review how existing PowerToys utilities are structured, then define the scope for per-application volume control, browser media tracking, and any separate media controls; the work is done when the agreed feature set is implemented and usable without opening the system sound mixer.
