Description

### Microsoft PowerToys version

0.99.1

### Installation method

WinGet

### Area(s) with issue?

Grab And Move

### Steps to reproduce
*Important*: When testing with different scales, it started working. I tried both at 1.5x and both at 1x. Then returned to 1.5x and 1.x.

When using the resize window functionality, the resize will stop working if the cursor moves to a different monitor while moving.

* Have more than one monitor
* Start resizing a window with the hotkey + right mouse button.
* While dragging, drag to a different screen.

### ✔️ Expected Behavior

The window should continue to resize, even if it crosses the monitor boundary.

### ❌ Actual Behavior

Window stops resizing.

### Additional Information

I'm running 1.5x scale on main monitor and 1x on the other two monitors.

Research direction

Start by reproducing the Grab And Move resize path with the hotkey and right mouse button while dragging across monitors with mixed scaling. Trace the entry point that handles the active resize and monitor changes; done means resizing continues after crossing a monitor boundary, including with 1.5x and 1x displays.
