Description
### Description of the new feature / enhancement
I'm using PowerToys in Dutch, which is great because it's my native language. However, documentation and patch notes are in English. With the launch of the new Grab and Move utility, I found i had trouble finding it in the PowerToys menu, because I didn't realise the name was translated. I'd honestly prefer to have the unility names in English for when I want to find documentation on a certain utility.
### Scenario when this would be used?
English utility names would make it easier to find documentation or support for the utilities.

Research direction
The issue identifies no files, tests, or entry points. First clarify the intended scope and where utility-name localization is controlled, then define how the toggle should behave across the PowerToys menu and supported languages. Done should be confirmed when users can choose English utility names without losing the rest of the localized interface.
