### Description of the new feature / enhancement

Would be amazing can change or modify the way how mouse's wheel works on screen, like if i want to get a smoth movement (without jumps) at the moment to use the mouse's wheel.

### Scenario when this would be used?

For example, to take a large screenshot with ZoomIt tools. I realized when i want to take a large screen shot in a specific area of my screen and use the mouse's wheel the screenshot show a kind of jumps or the images has a weird kind of delay, i noticed that this "jumps" are thanks to the regular way how works the mouse's wheel. I did the proof the same scenary but using this time the scroll bar in a teams chat, with that way the photo hasn't weird jumps and the content was taken succesfully. This is one scenario, but i think for sure could be more, thanks.
