Description
### Microsoft PowerToys version
0.97.2
### Installation method
PowerToys auto-update
### Area(s) with issue?
Installer
### Steps to reproduce
With an installed version, wait until a new version (current+1) is available but do not install it . Later, when another new version (current+2) is available, you will still only see and be able to auto update to the first advertised (current+1). I think I can force it with a system restart, but that's what I'm trying to avoid
### ✔️ Expected Behavior
I would expect that there would be a manual check for new release or an automatic check. At this point, nothing has been downloaded, so there's no reason to have the auto-update download and outdated version
### ❌ Actual Behavior
The user is forced to update to the outdated (current+1) version that was advertised initially, restart their PC, then receive notification for the actual (current+2) new version. I'm currently experiencing this with 97.2. 0.99.0 is being advertised. 0.99.1 is available. There's no way to force a check for it and the app won't automatically do it when I say Update. I have to update to 0.99.0, then reboot my PC for it to take effect, then get the notification for 0.99.1. I would like to see the application either keep the ability to manually check (even if a new version is being advertised) or automatically check when the user says to update in order to ensure the most recent version is the one received

Research direction
Start with the PowerToys installer auto-update flow and reproduce the issue by leaving one advertised version uninstalled while a newer release becomes available. Done means choosing Update or triggering a check offers the newest available release instead of requiring installation and restart of the older one.
