### Steps to reproduce
- Enable the Grab and Move feature.
- Set Windows Key as the activation modifier key.
- press windows key to open start menu.
- press windows key to close start menu.
- you can confirm the windows key is stuck with two methods:
-> Open virtual keyboard to confirm the issue is happening.
-> Press the "G" key by itself, if you have the game bar enabled on the default short cut, it should trigger the game bar to open (this is how I found the issue in the first place).
### ✔️ Expected Behavior
the windows key will be released when pressing it the second time as normal, and any shortcuts that need the windows key to be used will not be triggered.
### ❌ Actual Behavior
the windows key stays activated after the second press and it triggers any short cut that depends on the windows key.
