Description

### Microsoft PowerToys version

0.99

### Installation method

PowerToys auto-update

### Area(s) with issue?

Awake

### Steps to reproduce

Set any precise target time and see the tray icon not matching the 24h time format - eg. will use 1:30 (not even adding pm) instead of 13:30
Little quirk that is rather annoying over time (started with 0.98 iirc) but should be an easy fix

### ✔️ Expected Behavior

Awake to simply respect that 24h format if it's what the user has set

### ❌ Actual Behavior

Doesn't respect that 24h format

Research direction

Start in the Awake tray icon behavior by reproducing the issue with a precise target time and the system set to a 24-hour format. Done means the tray icon displays the target as 13:30 rather than 1:30 when that user preference is enabled.
